Eleven Housing was founded by five directors passionate about the Waterloo Region community. Amber French and Tom Nagy are pillars of the local technology and business ecosystem. Sean Campbell is breaking new ground in the non-profit and co-operative housing space. Michael and Peter Maxwell have been active in the local real estate development sector for over 20 years.
Eleven Housing Corporation was formed in 2022 to combine local housing development experience, with our innovative business community and inventive not-for-profit sector. EHC is a not-for-profit housing development company focused on using the funding tools available to address the housing affordability crisis in Waterloo Region.
At Eleven Housing, we are inspired by United Nations Sustainable Development Goal 11, "Make cities and human settlements inclusive, safe, resilient and sustainable". In particular, we are working towards target 11.1, " By 2030, ensure access for all to adequate, safe and affordable housing and basic services".

Amber French is the intersection of technology and community. Through her work with Catalyst and Archangel, Amber facilitates entrepreneurs investing back into the local ecosystem including real estate. The concept of parallel entrepreneurship focuses on related and supporting businesses producing a strong whole based on great teams in each.

Sean Campbell is working on a solution to the housing crisis through a social enterprise called Union Co-operative, which is working to buy residential and commercial properties in Waterloo region for permanent rental affordability through community ownership. Through Scaled Purpose, Sean applies his skills and expertise to assist the not-for-profit sector with research, strategic and project planning and grant writing. As a strong advocate for not-for-profit housing, Sean was an obvious choice for the innovative partnership to create 10,000 affordable homes, Build Now Waterloo Region.

Tom Nagy is one of the many talented business leaders to come from Research in Motion and the tech community in Waterloo. For Tom, there is both a desire to give back to the community and to build for future prosperity. Increasingly, the housing crisis is seen as a threat to the area’s prosperity and tech leaders are mobilizing to find solutions which could turn housing into a strength. Tom’s investment group has been instrumental in area affordable housing projects including 55 Franklin LP.

Michael Maxwell and Peter Maxwell are owners of Maxwell Building Consultants. MBC has been active in the residential development space in Waterloo Region for over 20 years with projects totaling over 1200 units. Since 2020, MBC has focused on the development of affordable housing in Waterloo Region. Along with developing owned buildings, MBC acts as development manager for affordable housing projects including the 55 Franklin project. MBC focuses on innovations in building design and energy efficiency including our hybrid CLT midrise program. MBC is a founding partner in Build Now Waterloo Region. Build Now is working to create affordable housing at scale in Waterloo.
